Diana Cesar is a Managing Director of the HSBC Group.  She is also Executive Director and Chief Executive of Hang Seng Bank Limited, Chairman and  Non-executive Director of Hang Seng Bank (China) Limited and Chairman of Hang Seng Insurance Company Limited.

Prior to joining Hang Seng Bank, Diana was Chief Executive of HSBC Hong Kong.  She was responsible for steering the business to achieve its strategic objectives by managing client relationships and business partnerships, coordinating with the government and regulatory bodies, and improving employee well-being.  She was a member of the Executive Committee for The Hongkong and Shanghai Banking Corporation Limited.

During a wide-ranging career with HSBC, Diana held leadership roles in marketing, credit cards, consumer loans and mortgages.  She was Head of Retail Banking and Wealth Management in Hong Kong and Regional Head of Distribution Strategy and Consumer Propositions for Asia Pacific.  Earlier in her career at HSBC, she was seconded to Taiwan as Head of Credit Cards and successfully turned the business around.

Sebastian Paredes is the Head of North Asia of DBS with oversight of Mainland China, Hong Kong and Taiwan, and the Chief Executive Officer of DBS Bank (Hong Kong) Limited. He is also the Chairman of DBS (China) Ltd.

A banker of over 30 years, Sebastian has a strong track record in building franchises across multiple markets. Prior to joining DBS, Sebastian was the President Director of PT Bank Danamon Indonesia, where he successfully solidified the bank’s position in retail, SME and commercial banking, and made inroads into micro lending business. Before Danamon, he spent 20 years at Citigroup in South America, Turkey and Africa.

Sebastian holds a Bachelor of Science degree from California State University, Fresno (California, USA) and an International MBA from IE Business School (Madrid, Spain). He speaks five languages (Spanish, English, German, French and Bahasa Indonesia).

WANG Ke
Head of Greater China and CEO, OCBC Bank (Hong Kong) Limited, and

Mr Wang Ke was appointed Head of Greater China on 1 November 2023 and CEO of OCBC Hong Kong on 15 December 2023. He joined OCBC as Chief Information Officer and Head of IT in China in 2012 and assumed the expanded role as Head of Operations and Technology afterwards.

Prior to his current role, Mr Wang was the Chief Executive Officer of OCBC Wing Hang China (now known as OCBC China) since December 2019. He has also served as Regional General Manager of the Pearl River Delta region and was appointed as the Deputy President of OCBC Wing Hang China in March 2015. Mr Wang is conversant with foreign companies’ business models in China and has intimate knowledge of the local market and regulations. As an indispensable member of bank’s top management, he participated in the strategy formulating, led the implementation of many strategic projects and achieved fruitful results. He has over 20 years of international banking working experience spanning a wide spectrum of fields in China, United States and Singapore.

Before joining OCBC, Mr Wang held several senior positions in JPMorgan Chase & Co., McKinsey & Company and United Overseas Bank (China) Limited, where he oversaw the operations, technology and Risk Management and accumulated rich and comprehensive experience in the international financial business management and people engagement. Mr Wang holds a Master of Business Administration degree from Kellogg School of Management at Northwestern University and a bachelor’s degree in Computer Science from Peking University.

Lee has been a pivotal figure at HSBC since joining in 1997, with a career spanning multiple roles across the UK, Brazil, India, and Hong Kong. With a strong foundation in technology, Lee has been based in Hong Kong since 2010 and has specialized in Compliance technology since 2014, operating in both global and regional capacities.

Lee's leadership was crucial in implementing technology solutions that enabled HSBC to successfully conclude its five-year Deferred Prosecution Agreement with the US Department of Justice and the Skilled Person agreement with the UK FCA. Ajay BUDHRANI

With over 20 years of experience in compliance, financial crime risk, and regulatory oversight, Ajay has dedicated his career to helping global financial institutions navigate complex regulatory landscapes. Today, as Head of Regulatory and Conduct Risks & Oversight for Hong Kong, Greater China, and North Asia at Standard Chartered Bank, Ajay leads the Bank’s Compliance and Financial Crime Risk programs while serving as a key liaison with regulators across the region. His role also allows him to contribute to broader industry dialogue as Co-Chair of the ACAMS Hong Kong Chapter and a member of the Wolfsberg Group APAC Standing Committee.

Ajay’s journey in risk and compliance began at Deloitte, where he advised financial institutions on financial crime compliance and cross-border tax risks—experiences that shaped his expertise in governance, due diligence, and regulatory frameworks. Later, as a Regional Vice President at Citibank, he deepened his understanding of regional compliance challenges, designing risk-based programs to address evolving threats.

Currently looking after digital assets and currencies initiatives across the bank at HSBC; previously he has done end-to-end product execution for two digital banks in two continents starting from the foundation work; digital transformation for one of the leading telecommunications operator in Europe.

Prof Louis CHENG

Dr. Cheng is the Dr. S H Ho Professor of Banking and Finance. He is also the Associate Dean (Research) of School of Business, and the Director of Research Centre for ESG at the Hang Seng University of Hong Kong. He is a member of the Hospital Governing Committee of Ruttonjee & Tang Shiu Kin Hospitals (April 2023 – March 2026). He was a member of the Investment Committee of the Hospital Authority Provident Fund Scheme (2016-2022) in which he led the effort in promoting ESG integration for an investment portfolio exceeding USD 8 billion. Dr. Cheng actively engages in ESG and green finance research. In addition to publishing on Green Bond, he received various research donation and grants related to ESG and financial services for over USD 1 million.  He is also a coauthor of a book chapter titled “Fintech Unicorns” in The Palgrave Handbook of Fintech and Blockchain, 2021.

Dr. Cheng is a member of the Business Studies Assessment Panel for Competitive Research Funding Schemes for the Local Self-financing Degree Sector under the Research Grants Council (RGC). He also served as a member of the Business Studies Panel (Joint Research Schemes) for the RGC, Solicitors Disciplinary Tribunal Panel, and University Council and Trustee Board of the Hong Kong Polytechnic University Pension Fund. He is currently a member of the Examination Board of The Institute of Financial Planners of Hong Kong (IFPHK). Dr. Cheng has over 100 articles and books published including the Journal of Finance. George CHOU

George Chou has been appointed as Chief Fintech Officer of the Hong Kong Monetary Authority (HKMA) since September 2023, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia.

He joined the HKMA in 2009 and had since taken up different positions, including overseeing technology risk management of banks, and licensing and supervision of stored value facilities, before being appointed as Chief Manager of the Financial Infrastructure Development Division in 2022.

Karen KWOK

Gisella Lai is an Associate Investment Director of Digital Assets at Fidelity International, where she has been supporting the firm's digital assets strategy from crypto solutions to tokenisation since 2022. Additionally, she actively contributes to the development of educational content and research in the field of digital assets.

Giselle has a strong passion for emerging technologies. Since 2018, she has been actively engaged in the digital assets space. In addition, she serves as a guest lecturer for a digital assets course at the University of Hong Kong.

Kevin is a highly accomplished senior leader with more than 17 years of experience in tackling illicit finances (IF) across both strategic and operational domains. His expertise spans a wide range of financial crime threats, including money laundering, terrorist financing, and the misuse of emerging technologies. Internationally recognised as a subject matter expert, Kevin has delivered keynote presentations and participated in expert panels at major global conferences and forums, where he has shared practical insights on risk mitigation, regulatory reform, and cross-border collaboration.

In his current role, Kevin leads HMRC’s strategic response to priority IF threats, with a particular focus on technology-enabled and trade-based money laundering (TBML). He plays a central role in shaping enforcement and intelligence strategies, working closely with domestic and international partners. Kevin also serves as a Financial Action Task Force (FATF) assessor, contributing to global efforts to evaluate and strengthen national frameworks for combatting financial crime. Notably, he participated in the Mutual Evaluation Review of the United Arab Emirates, helping assess the country’s compliance with FATF standards.

Kevin’s thought leadership extends to research and policy development. In collaboration with the Egmont Group of Financial Intelligence Units and the Netherlands, he co-authored the 2020 FATF report on evolving TBML typologies, which has informed global understanding and response strategies.

His contributions have earned him significant recognition. In 2022, Kevin received the prestigious Keith Hughes Award for Outstanding Contribution to Excellence and Innovation in Financial Investigation. Prior to working for Ant International, he had worked in the UK Department for International Trade for 7 years, where he led the capital markets, asset management, and fintech team to develop policy objectives in support of trade and investment opportunities between the UK and China, as well as developing bilateral collaboration in financial services. He worked closely with the industry, government, and financial regulators in several bilateral mechanisms including the bilateral Economic and Financial Dialogue, Capital Markets Working Group, and Close-out Netting working Group.
